Public Intervention – Complaint about the “Declaration Open Competition: ETDD – 02/2010”

Dear gentlemen,

The Association of Greek Users and Friends of Free Software / Open Source Software (http://www.greeklug.gr) is a non profit, non-governmental organization, which is struggling daily for the adoption of open standards and free software in all sectors (government, education, private sector).

We would like aknowledge you and to also condemn the fact that the Public Power Corporation S.A., which is controlled entirely by the Greek State proceeded to an open contest with sealed tenders in order to examine the most profitable (!) economically advantageous, entitled

“CREATION OF RDBMS of ETDD AND SUPPLY & INSTALLATION OF
COMPUTER AND NETWORK SUPPORT FOR TWO YEARS.


As stated in the notice of purpose of the project for which the contest is conducted:

  • a) creation of RDBMS for ETDD integrating the old existing data and application software
  • b) supply and installation of equipment (hardware, operating, implementing a network) for the operation of the database
  • c) training of staff
  • d) biennial support of the database starting after the six month period of good functioning.

Also emphasize that the total indicative budget of the project the contractor shall the amount of 130.000 € (one hundred and thirty thousand euro), excluding VAT and that the opening of proposals will be held at the offices of the above ETDD, 10 Navarino Street, Office 404, 4th Floor, Tel: 210 3673475, Fax 210 3640598, on 06/30/2010.

that this contest is biased in favor of proprietary software and setting of a particular company producing proprietary software and therefore inadmissible under the announcements of the Prime Minister on 11.4.2009 on the Government’s Digital Strategy and obviously – no matter which company will take project – an implicit direct assignment to a particular company producing the software and of course a violation of the rules of free competition. By the way will be describe below, the Public Power Corporatio S.A. n in the call for tenders SUGGESTS to the bidders the use of software which licenses are expensive and require increased computing power thus increasing the cost of the hardware along.

More precicely:

page 14: PPC indicates the preference for the database server Microsoft SQL server and Oracle

page 41: PPC adds to the technical specifications Windows 7 Pro software to PCs

page 42: PPC adds to the technical application software developed in technology Net 3.5, software application with UI equivalent of Windows 7, MS Office 2007.

page 43: PPC adds to the technical pre-installed Microsoft operating system Windows Server 2008 R2 Enterprise, Pre-installed office automation software MS OFFICE 2007 Professional English

page 44: PPC adds to the technical pre-installed operating system, MS WINDOWS 7 Professional Greek / English, pre-installed software office automation type MS OFFICE 2007 Professional Greek / English

We consider it unacceptable and unreasonable a state-owned S.A. suggest the possible bidders the use of proprietary software and even having the ambition for the total cost to be 130,000 euros.

We consider it unacceptable in the year 2010, not to guarantee the independence and neutrality of an open competition, not including either as a proposal of the Free Software / Open Source Software either by not reporting any kind of software only in specifications.

We do not accept that the state electricity company which paid by taxpayers to enjoy the commodity of electricity to violate the Digital Strategy which inaugurated by the Prime Minister of Greece on 04/11/2010. We can assure that the creation of relational database Energy Trading Department Directorate can be implemented entirely with Free Software / Software Open Source without a license or use proprietary software, creating huge Profit for the Public Sector the difficult period of the National Economic Reconstruction.
